Gas Cylinder plus a compulsory cooking range

Sir,

I applied for HP Gas cylinder. Now the agent says it is sanctioned, but I have to buy a table top stove also along with the cylinder and it is compulsory. Otherwise my booking will be canceled.

Is that true?
