Forcefully selling other products

We have booked an addition cylinder with the HP dealer"ISWARLAL MOHANLAL PARIKH" at New Panvel. They immediately gave a subscription voucher with an amount of Rs 1250.But there was another bill for two packets (500grms) of tea powder (Vikram CTC Leaf Tea, which i have never heard of), one "CLIPPER" gas lighter and a gas canister of the "CLIPPER", which altogether amounts to about Rs 400.

When asked, the front office said it's the company policy and to meet the manager for further clarification. But coudnt reach him after many attempts

I would like to know, if HP has any such company policy to forcefully sell other products
