NON RECEIPT OF PROMO DIGICAM

I had purchased a HP pavilion Laptop and claimed a promo digicam in Nov'08. Immediately there after I had sent a cheque for Rs.990/- for shipment charges which got debited to my account. On enquiry with HP Promo they promise to send the Digicam within next 10 days every time but I have not received the digicam till date. Pls help me as I think reputed Companies are cheating people like us. the text of registration is attached for your ready reference:-
