Overcharging of fare

Sir,

On 24th December I boarded a red clour (JNURM) bus (3065) from Bhattakuffar at 9.30 AM the bus was upto Sanjauli and bought a ticket of Rs.5.00 (FV-834 088032). Due to the ban on plying of traffic through Dhalli tunnel between 9AM to 10 AM the bus came to Sanjauli via Dhalli byepass and Despite my objection on the pretext of overcharge, the conductor again charged Rs.5.00 from dhalli to Sanjauli via byepass (FV-834 088055). I would like the Competent Authority from HRTC, Shimla to kindly advise me on this issue.
