Delay in passport issue

I am Col Naresh Razora, a serving govt official. Applied for passport on 11 Jan Key No- 6500145708 and File ref DHA00145708. In my case police verification was waived off, still passport is yet to be issued. The status as on 07/04/08 is ‘passport preparation underway’. It is already about to be 4 months. The reason seems to be my objection to touts and non govt cases using the window meant for govt officials. When people waiting for a long time objected to it and forced touts to retreat, Mr Mahalingam came himself to hellp touts which resulted into a big fight.
