Not responding of balance transfer request

I have using credit card of hsbc for the last 3 month. i want to use balance transfer facility and im requesting again&again but nobody willing to reply me . im very hesitate from hsbc service. they dont know about the meaning of customer care deptt.thay jsut transfering my call from one deptt to anoter deptt. they are sitting over there to give false and wrong commitment nothing else.
