NO DUE CERTIFACTE

This is with reference to the HSBC credit card number:4384599998715105. My name is Vivekanand R. I had entered into an agreement with HSBC due to some circumstances to go for a settlement against the outstanding amount on the card. The settlement letter from HSBC stated that on clearing the settlement amount I would receive a letter from them that my card and the outstanding amount will be closed. Its been 2 years now and I am yet to see any such statement. Worse even when I contact them I am asked by the collection team to contact the customer service and the customer service team asks me to contact the collections team. While both of them clearly state that the outstanding shows as nill on their statement they also say that they cant give the statement. I would want to know if I am entitled for the promised statement showing my balance is nill. And to worsen things I am told that to get the statement I would have clear the difference amount with interest of 3 % pm which I find ridiculous. The letter from HSBC shows nowhere that I would be black listed, for if I knew I would have somehow cleared the remaining amount as well. I would appreciate your intervention in this and help me get out of this unpleasent situation.
