Credit Card issued without consent

A credit card was issued against my consent and never received by me from HSBC Bank. Infact, I started getting statements at my place for the credit card and then I realized that HSBC has issued card in my name. I have not been able to get HSBC to cancel my card. I feel this is a scam run by card cmpanies. Is there any way I could report this case and get my card cancelled?
