Keeping relatives as paying guests in a flat

One of our member (secretary) after purchasing a 2 bedroom flat started keeping his relatives as permanent guests without paying any additonal charges to socy nor taking permission from socy before bringing them, pl throw some advise on this matter as to how far it is allowed and in general who are the relations allowed stay with the owner as a right? and what action socy members can tk action on it?
