Ought online but stuff never got delivered

I bought some flowers from CART28650594 on Aug 12. The order no is CART28650594. But these flowers were never delivered. Since I used my debit card, the money was also deducted from my account. Now neither the customer service ever picks up the phone (the phone is always switched off) nor they reply back when I asked for refunding the money.

Let me know what should I do to teach these guys a lesson.
