Outgoing Calls on roaming not activated on prepaid no

I am Mrs. Nirmala Ghose a resident of Allahabad, I am carrying a cellphone having Hutch / Vodafone no. 919839872283 bought in the name of my husband (Prof. N.K. Ghose, 32 Elgin Road, Allahabad). I have been staying in Delhi since last 6 month with my daugher. Since past 15-16 days, without notice, my outgoing calls got deactivated. Even after having balance and validity in my account I am not able to make any calls to my near and dear ones. I have made numerous calls to the Hutch / Vodafone customer care people and also made visits to these places, but to no avail.

It is really frustrating, Can the authorities wake up and do something to alleviate my problem and agony that I am going through?

In the worst case, I would have to buy a SIM CARD OF some other service provider and lose the money that I have in balance, in addition to losing trust in VODAFONE SERVICES.
