Non commencement of new pension

I discharged from the IAF on 28-02 and received my PPO No 08/14/B/10696 as per FIFTH CPC, authorising old pension, commutation and DCRG. I want to know that why my PPO has not been made as per SIXTH CPC since at the time of retirement I was getting payment as per SIXTH CPC. Please inform the reason for authorising pension and other benefits at lesser rate. It is requested that Kindly authorise me my pension, commutation and DCRG as per SIXTH CPC which is more beneficial. Also send the arrears for commutation, DCRG as per SIXTH CPC.
