ICICI Bank
ATM machine didn't dispatch money but same deducted from bank account

I used IDBI Bank's ATM to withdraw amount of 5000 from my ICICI bank account on 30th sept, and the ATM says "we are unable to connect to your banks network" but after some time I got a message from ICICI bank on my mobile saying that amount of 5000 has been debited from your account, I logged many complaints regarding my money to the bank but after almost 3 month they are still saying that you have to wait. But how much???
