Fined for Drawing the money from other ATMs

My account is also been deducted thrice (84 rs) with the comment "POS DECLINE CHG". If other ATM dont have the money, then its bank problem but not the Cusomers. We are using that facility becoz banks providing that. If other banks wants to charge for this, the Bank in which we have the account should pay them. Why should we fined for the this???
