Money Blocked from my salary account

I hve a complaint tht i had paid one of my personal for two years and third year i was not able to pay it bcoz i chnged my job and due to some financial crisis it was not able for me topay the remaining emi's - howver after two years ICICI bank blocked my salary bcoz i tuk the loan form sme bank in 2005 - and now my salary of 21, 400/- has been blocked by the bank and they never informd me and i hve this account ffrom almost one an half year and this account of mine is very clean nothing is wrong with this account - and now i dont hve anything in my hand and i want to settle this account . will u pls tell me are there aany chnces of settlement bcoz i cant bear to pay the amnt of 39000/- to icici - and even i hve a complaint bcoz one of the representative didnt spk to me politely and told me tht i m a begger and i will not be able to pay my loan - for the remaining installments - and i was so pissed off thts why i decided tht if i am not getting the value as a customer then why shud i pay them and i hve also forwarded this complaint to bank no action wastaken - now wht to do? bcoz i dont hve any money to pay them and not even my family had bought the basic necesscity of home?
