Transaction Decline charges

I have been charged transaction decline charges for using my debit card with insufficient balance. As per the bank website the charge is Rs.25 and they are adding an addtional charge of Rs.3 as service charges. I was not aware of the actual balance on my account and accidentally swiped the card twice. The bank has deducted Rs28 twice from my account for this. My question is why are they charging a penalty as the transaction was not completed anyways and on top of that why is there is service charge for the penalty collected. Penalty is not a service DAMN IT!!!
