A fraud Bank - With all UNETHICAL work. No one interested in listening Complaints

I have taken loan from ICICI Bank 2.5 years back and I didn't receive any welcome letter from the bank. even until now. I wrote a mail to Reserve Bank of India and got the letter from their.
After getting those welcome letters from RBI, I came to know that what ever interest rate and other things those were committed to me were not fulfilled by the Bank.
The bank representative makes false commitments, and bank is not taking any responsibility for it.
The representative (Mr. Jai - Contact No: 91-93526-16717) left the bank and the bank personals says that ‘tracing him is not their responsibility’.
After making written complaints many times and having many meetings with all the senior officials (Mr. Sambhav Sharma, Mr. Tony James, Mr. Sharad, Ms. Megha and even the branch manager) of the bank at local branch, I got this answer “we are not responsible for it and nobody at ICICI can solve your problem, even Mr. Kamat and Ms. Kochar will not be able to do anything for you”.
I just want to know, where a customer should go for all this. Is anyone in ICICI ready to listen and solve?
Is ICICI there to cheat customer?
I’m paying almost 1.5 times more then what was committed to me?
I lost trust in Indian Private banking System specially ICICI.
I request RBI or any authority to please take actions against these UNETHICAL works.
