Less amount withdraw

I used Axis bank ATM to withdraw money from ICICI Bank Debit Card on May 24 at 21:10. I requested for Rs. 25, 000 but ATM disbursed 15, 500. I am chasing ICICI bank for this since one month to refund 9500 but no result. Now i do not see any option to get my money back. I have physical witness who are there at the time with me. Please advise if some action can be taken agianst them.

I am really scared as using ATM is very unsafe as there is no cross verfication. Bank is only trusting machine records.
