Complaint Against Pathetic service by ICICI Bank

Hi!! I have applied for ICICI Saving Bank account, I was told that the account opening will take 4 working days, It s more than 12 days and i haven t got the account. I tried calling the branch but only thing i get from them is false promises and assurance. Can I launch complaint with Cunsumer court regarding the above case?? If yes how do i go about and under what section i can do the complaint???
