While taking loan told 15% for 3 yearss but after disbursement they are charging 17% for 4 years

I have taken loan on my credit card.

While taking the loan i have been told that I will be charged 15%

reducing interest rate (inclusive of everything. no other service taxes)

for tenure of 3 yrs for 2, 83, 000 amount.

The call was also recorded.

But now when i saw my amortization schedule, it says

interest of 9.63% fixed for 4 yrs which comes to 17% reducing.
