Transactions fail yet amount debited on failed

On 14/06/08, I tried to pay my electicity bill of Rs.1790 to BSES New Delhi using my ICICI credit card. At the end of entire process, I got the response " Sorry, Your transaction failed". I immediately attempted again to make payment; got the same reply. To-day when I checked up the statement, it was shocking to find that the amount of Rs. 1790 has been debited twice from my credit card account. It was confirmed by speaking to ICICI Customer Care officer. Please rectify your mistakes before my faith is shaken in ICICI credit card system. Pl respond urgently.
