Groundless charges levied

Dear Sir,
During my last month's credit card billing period there has been lots of groundless charges levied on me. First of all on submitting the cheque well before time they levied a late payment fee on me. Then when I contacted them saying the same, their reply was "We have not recieved any cheque from you, please drop in another one." I insisted that it is a fault from your side, please search for the cheque but the phone banking person was adamant on me submitting a new cheque. Then I asked him in that case please don't forward the old cheque for clearance and I had provided him the cheque number and all other relevant details. I went and did the payment in cash this time to avoid such problems and paid some 100 Rs. more too for cash payment. And then to my surprise I see that the same day they had forwarded the cheque which I had asked them not to forward for clearance! As a result HDFC as well as ICICI both have again levied hefty fines of 350 and 400 Rs. approx plus service charges because the cheque has bounced.
I have been calling their phone banking people and they are so unmannered that they keep on hanging the call whenever I question then strictly. I am so irritated with this behavior from the so called "Number One" bank of India. This behavior is so unprofessional and the way they are making money is unethical. How can you penalize me for a chain of incident triggered from your very own fault? First of all they are reluctant to reverse all the charges and on top of that I have to pay a fine to HDFC also. Any institutions with even a little bit of professional sense would have apologized for creating such an inconvinience to the customer and would have paid for all the fines imposed directly or indirectly because of their own fault.
I wish someone listens to this complaint of mine and takes some appropriate measures. Moreover, if someone can point to me to the Banking Ombudsman who will be handling this case, as I wish to escalate this matter to the proper authorities.
