SURCHARGE OF CREDIT CARD TRANSACTION

1.According to ICICIBANK email to me, the clarification for the charges taken on behalf of the I-ticket transaction is Rs. 50/-.

2.Railway booking surcharge is 1.80% for internet transactions and 2.5% for other bookings, so, total EMI conversion is 4.5%.

But I am not understanding the ethic of charging against the amount by the railway I-ticket is Rs. 5171/-, hence the amount of total charge from me including with 4.5% EMIcharge should be 5171.00 232.70=5403.00. How can be 6400.70. Can you help me out on the issue.

3. Is the charge of the credit card against the I-ticket cover the Constitutional rule and regulation or Act? Then under which act?
