Wrong information From customer care Executive

On the assurance of customer care executive that my card will be replaced I blocked the credit card. Because of address change issue I was unable to apply for the card for last 2-3 weeks. Today when I applied for the replacement (request No. SR 73687656) they rejected without any reason. I only have one point here that they should not have done this without any reason or advance information. They should have at least informed me that there is a chance that I may not get the card replaced. I don't have any other credit card at this moment. Please do the needful in this regard. I will be highly obliged for your favor. Presently I don't have any credit card because of which I am unable to do most of the things, I planned my budget keeping in mind that I have credit card. This really shows dictator style of working in democratic country
