ICICI BANK Charges for Not maintaining the Min. Balance

Sir,

One of my friends having Current Account in ICICI Bank with the min balance of Rs.10000/-. Now they are deducted Rs.3300/-p.m. for the last 4 months i.e., from March to June. They simply saying we increased the minimum balance for current accounts is from Rs.10000/- to Rs.100000/-. They have not intimated also. Now, How to lodge a complaint for this in consumer forum. Can anybody give me the advise.
