Levy of Quarterly Balance Charges

I have been levied QAB Charges of Rs.827/- for the period from January to March on 16/4 by ICICI bank against my Saving A/C No.016401010929 at Dehradun Branch.for not maintaining minimum monthly balance of Rs.10, 000/- which is against the stipulated RBI Policy which mentions that levy of minimum balance charges to customer should not exceed Rs.250/-.
