Writeoffs against my credit card

Sir, i held a credit card of ICICI bank. I had to pay some 10400 rs to icici when i last used it. I got transferred and i changed my billing address to the new transferred adress. But i didi not receive my bills post that. I called the customer care and changed my address again and asked them to send me the statement for payments. When i received the statement, they had levied charges against late payments to which i said that i will not pay as it was not due to my fault but fault of customer care deptt. They said that i should pay my basic usage charges, which i paid immediately but the overcharges were not waived off and finally mails were sent here and there but with no gain. I stopped mailing too as i thought that they would shut up after a while and sent back to them the broken credit card.

I later applied for a car loan recently but it got rejected as 13000 Rs had been written off against my name and that information was centrally seen by all banks.

What do i do now. If i pay 13000 i will be paying the amount for no fault of mine and to get my name off the black list i will have to just pay. Its one sort of blackmail. Either i pay, or i suffer.
