They have told on telephone but nobody came

I Have an account with you hacving Number 032301002680 I have received acall on my mobile no 9869235599 on Saturday the 6th of December at about Noon. The caller was calling from 04443909995. He was offering me ICICI Credit Card. He said sombody in Mumbai would come at 5-6 pm. I kept on waiting. No body Came. I would like to know

1. If the caller was from ICICI Cards

2. If so why did he not come
