Declining the cards within validity period

I was given two cards by ICICI Bank and within the validity period

ICICI declined the payment. I used the cards at different establishment and I faced lot of problem in coming out leaving the items purchased and asking the petrol man to take out the petrol filled in my car. How much I can claim as defamationb faced by me due to fault of ICICI? I await your reply.
