Non compliance of Finance Ministers advice to all banks to home loan rates

This is to state that ICICI bank has not lowered floating interest rates even when other PVT banks linke HDFC have lowered it. Why are ICICI bank customers being punished. I took a home loan in 2006 and since then the bank has been super fast in increasing interest rates. I want the bank to heed to the advice of Finance minister and decrease the burden on its customers.
