Non-Reimbursement of House Load Processing Fee

I had submitted a house loan application to IDBI Bank in Bangalore through an agent named Benjemin sometimein Jul'08. Towards this I had paid a processing fee of Rs. 5, 618.00/-. After a few days I was told that the house loan application had been rejected due to some reason. I contacted my agent on the return of the processing fee and my documents, he told me to drop a mail to 'loancentrebng@idbibank.com' with details. Its been several months now and many mails sent to this id, but no response. My agent's cell is always switched off. Please let me know how to follow this up with the right authorities to procure the proceeing fee amount and to make general public aware of such things, because to my knowledge, this incident is not the first time with IDBI Bank but a regular case. Is this a new gimmick?
