Foreclosure charges- request to refund - not obliged by the bank

I have availed a Housing loan from IDBI Ltd. from Chennai in the year 2004 and transferred it to LIC Housing Finance Ltd. Virugambakkam Branch, Chennai, Tamil Nadu. While making the payment in full (i.e. the loan amount and the foreclosure charges), i protested and paid. When I asked them to refund the foreclosure charges with reference to Dr. Usha Vaid Vs. SBI, in the "National Consumer Disputes Redresal forum", it met with a cold response. I, therefore, request your goodselves to kindly look into it and render justice.
