Harrasement from IDBI

When I approached IDBI Bank. MIDC Branch, Andheri (E) Mumbai for making loan prepayment in my wifes loan account, the officer asked me to submit the bank satement which I refused. Then he topld me if I could not submit the statement I will be charged 2% penalty. After I approached the Police he accepted the cheque.

Is it compulsory to submit passbook copy while making loan repayment? Is it lawful to penalise for non submission, especially when one is not the defaulter.? Where should I lodged complaint against this bank? Pl guide me in this matter.
