Processing Fee not returned

I have applied for a loan amounting Rs. 1600000/- with IDBI Housing Finance. after submitting the application i got some better interest rate proposals from other sources for which i spoke to the IDBI relationship Manager and he ensured me that go ahead with the sanction procedure and if you will not get disbursal of the loan your processing fee will be returned.

since last 5 months even after doing several verbal & written communciation, I have not been given the agreed fee back.
