Charging migration fees for converting my prepaid number into postpaid

Sir,
I am using Idea Prepaid Number 9891269834 from six years. Now i want to change my prepaid connection into Postpaid Number. Now they are charging me Rs 250/- as a migration charges.
Sir please tell me whether they are doing correct and if wrong please take action against them.
As i came to know that TRAI has given that no telecom company can charge for this.
