Service of GPRS through Idea not even half of what offered in the subscription

I had subscribed to the GPRS service offered by Idea many a times. Earlier the speed was considerable (20 to 25 Kbps, as this is a very rural area, Sonpur- Bihar). But these days the speed comes down to almost 5 to 6 Kbps as it is offered 115 Kbps. This seems to be very ridiculous, giving almost 600 Rupees for internet per month and having the speed like this. Evey time, I called the customer care executive, they just overlooked the problem by saying it as server problem, but never given the technical assistance. Provided that the BTS of Idea is just 0.7 Km away from my home, the internet user in Sonpur is negligible (You can evaluate from the fact that not a single cyber cafe is being present till yet), it is just 5 or 6 month old service and I use my Nokia mobile for internet connection. My mobile model is Nokia N82 about which not one can raise a single problem concerning the modem of my mobile. Even after these circumstances, if I could not get the considerable service, it will be a waste of time and money. I hope you could help me out of this problem.
