Very slow net speed

I have brought idea net setter before 10 days for use of a high speed internet connection it's printed speed is 236.8 kb/s but it is actuially giving a wrost downloading speed as 8 or 10 kb/s some times it is as low as 1 kb/s .the company is cheating it's costumers .please take any action or increase speed of my net connection.
