Parking Charges?!

I would like to draw the attention of Rail Authority at jhansi to the following:

I went to Jhansi railway station on 24.12.2008 to see off one of my friend. I parked my car (UP93Q0242) in the area where I usually do. But one person came and asked me for parking charge which was not taken in any previous instance for that particular area. So I asked for receipt. The man had given me a receipt which had serial no.1415 and contractor name was given as "Lakshman Prasad". Most surprising thing was the rate, it was Rs.24.00 only. Now my question to the authority is how come a person know whether the demand for parking charge is genuine or not. And then what is the basis of fixing a parking charge like Rs.24.00? I felt annoyed and highly disappointed and expect that railway authority at Jhansi will come up with a valid reason for this.
