Non Submission of Assigment marks

I registered for a course of Diploma in tourism from I.G.N.O.U in the year 2007 & the course prospectus

states that the course is incomplete without the assignment submission. I did not receive the assignment

questions from Ignou & later in 2008 when my Study center head asked me to submit assignments for the completion of Results, Ignou sent me a result without the assignment marks that affected my Overall %.

Now when Ignou states clearly that final grade card is incomplete without Assignment marks. Then how

can they send Final grade card and ignore my assignments sent.
