Delay in delivery and accepting booking even after 21 days of delivery and unavailability of Agency phone nos.due to overload of no. of customers

My Consumer No. is 40166 and the agency takes the usual procedure of accepting booking after 21 days of delivery. And they accept the booking on condition of delivery only after 15 days of the booking. But the bills are made 15 days after the booking and the delivery is made approxitately 2 or 3 weeks after the bill date. The overall supply of refill takes about 2 months between supplies. Kindly look into the matter and stop the delivery men's illegal manipulation of the refills.
