Non supply of first supply

My consumer number is 49379 and I have made name transfer at Pattammal Gas Agencies, Tambaram vide 1411208A04101 dated 08.03.2008. I have paid a sum of Rs.1800/- towards two cylinders and till date I have not received my cylinders despite promise of supply within two days. Further I have been asked to pay cost for cylinders at the time of delivery. I may be informed whether I have to pay again for cylinders? The agency people are not answering properly. Kindly look into my complaint and why should I pay for cylinders again.
