Person misbehaving in gas agency and not giving any piror notice of the rule change

A man named parmar (surname) of Shree Nrusinh Krupa Gas Agency, Akota Vadodara did not issue gas to us. He misbehaved with my mother and told to bring ration card which takes a lot of time. He did not give any notice and was taking undue advantage of his position. Ration card was not available to common man here till now and it was for low income group. That gas agency man should accept other I.D. Proof. What should I do now. To whom should I approach. Please provide me the Consumer Care's Number of IOC of Vadodara Range
