Late supply & misbehavior of cylinder supplie

It is highly shameful act of an agency owner that they are supplying the gas with such a long delay. I've booked my gas cylinder on 24/10 and i m receiving it on 5/11. though they provide the same facility to the near or dear ones, but not to the normal consumer or the consumer like us who do not have personal links with them. it puts serious mark on the owner of the agency as well on the persons of departments who provide such licenses to them. while delivering the cylinder, the person who delivers it said me that i cannot do naything, if you'll complain against me, we will increase the delay time. you cannot do anything (lena hai toh lo nahi toh aur bhi ghar hain mere pass). this thing insists me to write this compliant.i have taken this for granted that no step will be taken against this because i know the system of my country is slow.
