Delay in Supply of Cylinde

My Indane Gas supplier is M/S Prachi Agency, Ranihat Cuttack, Orissa refuges to deliver Cylinders in time. It maintains that due to instruction from Indian Oil Corporation to ration filled Gas cylinder, it has to follow a 30 days cycle.
If a consumer receives a cylinder on 01-01, he can book for the next cylinder on 16-01 or after. The delivery takes another 15 days.
Please let me know about the policy of Indian Oil corporation.
