Verification for sinle to DBC charges

Dear sir,

i have recently converted my gas connection from single to DBC from indane gas service.my distributor charged Rs.1700 for this. Though the receipt he has given indicates sum of Rs.2200 the break-up of which is as followes

cylender 14.2 KG - Rs. 850

cylender 14.2 KG - Rs.1250

regulator one - Rs.100

total= Rs.2200.00

please clarify why has he charged for two cylenders when i already have one and why the charge for the regulator which i dont need.?
