Sanctioned refill has not been delivered even after a week

I called up our agency "Gokul Gas" Vyttila, on the 27th of July (Monday) and they informed me that I would get my refill on 29th, Wednesday. I stayed at home all day and the refill did not come.

I called on 3rd August (Monday) and they said the refill had been sent on the 29th. When I told them I had been home all day, their reply was that the delivery boy was new and could not find my house. When I said that it was their regular excuse, they said may be the boy had pressed the doorbell and it hadn't worked properly. Their excuses are always so lame and foolish and if we ask them for an explanation, their language turns vulgar.

When I called on the 3rd, first a girl answered the phone, and she was going to take my booking, but then changed her mind and said the refill will be sent on the 5th (Wednesday). Between the staff, themselves, one person says one thing and the other another thing. This has been going on for months now. Every time I have to keep on checking. They always say the refill was returned uncollected.

I can only surmise that rampant malpractice is going on. Please do something about this.
