Egarding issue of card card book

Sir/Madam,
This is to inform you that i lost my gas book card but my distributor is not issuing a new card... i am also ready to give the required fee if any... each time i request they say... the card cann't be issued again.what should i do.
my gas connection number is 55468 and my distributor's address is--
