Asking ratin card for refills

Sir,

I had taken a gas connection 10 years ago while at Madurai during my husband's study programme for 2 years. This was taken by Tatkal then paying Rs.4, 000. The gas was transfered to Kerala after one year when we shifted to Kerala, later to Hyderabad, and now to Chennai, AnnaNagar West.

We are here in Chennai for a short period or two or three years. The gas company- the frachisee is now asking for ration card proof for getting the refills. We tried for it but found impossible to get a ration card. Since we plan to return to Kerala, we are not interested in getting a ration card here. But does it mean that we dont have right to get our refills with out a ration card?

Kindly guide and tell us what to do?
