Ration card for booking LPG cylinde

I am P.AJIT working in Neyveli Lignite Corporation and having gas connection with Indanedealer Gosaka agencies, Neyveli, TN for the past 15 years. Last week when I contacted the dealer to book gas cylinder he was demanding ration card for booking the gas. When I informed that I am not having a ration card, he wass demanding me to produce a no ration card certificate from Taluk office. On further asking he is telling that state govt, TN is asking for such certificate if ration card is not available with the individual for booking cylinder. This seems to be strange for me. Hence I request you to kindly check whether such certificate is mandatory for booking gas cylinder in Tamilnadu. Kindly take up tha matter with Indian oil Corporation and get the exact requirement for further action.
