Is Stove Reciept Compulsory for a new connection

Dear Team,

I have been recently transferred from Hyderabad to Chennai.

My previous gas connectionis in the name of my mother. When we asked for transfer in Muthu agencies in Velachery, chennai. They asked us to take a new connection in my name. Hence i took temporarirly Commercial Cylinder and applied for a new connection mean while.

However now i got the new connection confirmation, i went to take the same.

They are asking to show me my stove reciept or warranty which i dont have as it is more than 5 years older, They refused to give me connection and asking me to buy a new stove instead.

Are the rules also the state the same or the agencies are framing some rules to sell me stove also.

I want answer on this. Please help me out.
